In his response to this issue, the eminent Muslim scholar and renowned Da`iyah, Sheikh `Abdel Khaliq Hasan Ash-Shareef, said that ‘leaving before performing tawaf Az-Ziyarah means that your Hajj is incomplete and you are yet to come out of the major ihram (At-Tahallul Al-Akbar). Consequently, you need to come back to Makkah to perform tawaf az-Ziyarah (you may do so with the coming Hajj insha’ Allah). Nevertheless, as you left Makkah and the months of Hajj elapsed, you have to expiate by making fidyah (i.e. slaughtering a sheep and giving it out in charity with the intention of fidiyah).

After making fidiyah you can marry and there is nothing wrong with having intimate relationship with your husband.

Still, when you go for the coming Hajj insha’ Allah, you need to perform the missed Tawaf Az-Ziyarah as we stated above and then you go ahead with your second Hajj insha’ Allah.
