Sheikh `Abdel Khaliq Hasan Ash-Shareef, states:

“It is essential to differentiate between two locations: locations whereby the sun does not set and locations where days are very long. If a Muslim finds themself in a location where days are longer, they have to fast the whole period (the 15 or 16 hours of the daytime). As for the countries in which sun does not set, the period of their fasting was discussed by the European Council for Fatwa and Research (ECFR) in which they have to fast according to the timeframe of a neighbouring country.”
