Regarding what is expected of he who missed or did not throw the pebbles due to stampede, , Dr. Rif`at Fawzi, former professor of Shari`ah at Cairo University, said:
If you did not throw the pebbles, nor sacrificed an animal in Mecca, then you can send the cost of a sacrificial animal with someone going for Hajj to slaughter a sacrificial animal on your behalf at Mecca. If you did not find someone to do so on your behalf, you can give the money to the known banks who receive the money of sacrificial animals and buy the sacrifices and slaughter them on behalf of the pilgrims in Mecca.”
