The general rule is that the Prayer has to be performed in Arabic. Exception is made for newly converted persons and those who still cannot speak Arabic until they can manage it. A Muslim has to learn the necessary Arabic vocabulary required for the validity of his acts of worship.
So, if a person cannot make this du`a‘ in Arabic during the Funeral Prayer, then he may make it in English. But one should try his best to learn how to do it in Arabic.
