Referring the subject of Zakat on borrowed money for a project or business, Dr. Monzer Kahf, a Scholar in Islamic Economics & Financial Expert, said:
If the project is in progress and the borrower has a commitment to spend the money on the project, this committed amount of money is not subject to Zakat even if a year passes on it.
