The prominent Muslim scholar and da`iyahZeinab Mostafa stated, “If the mascara is made out of plastic substance, then it will definitely block the water to reach the hair, and therefore it has to be removed first.
however, if it was made out of kohl or similar substances, then it does not prevent the water from reaching the skin or hair, and therefore the wudu’ is valid.”
