Regarding liquid consumption only before the month of Ramadan in order to get the body accustomed to fasting, Dr. Rajab AbuMleeh stated:

“if this act is a healthy habit that benefits a person or his or her doctor has advised to do so and there is no any harm caused by practicing it, then it is permissible for him or her to do so. However, we advise that doctors should be consulted on this.

As for the issue of making up for your previous Ramadan, it is not permissible for a Muslim, man or woman, to delay making up for missed days of Ramadan till the next one comes except for necessity. However, if one does so, he has to make up for it after the second Ramadan.”
