Sheikh Ahmad Kutty, a senior lecturer and Islamic scholar at the Islamic Institute of Toronto, Ontario, Canada , states: “Non-Muslims are allowed to observe the Islamic practices such as Salah, Hajj, etc. Although such actions are not considered as valid forms of worship from them unless they have fulfilled the primary pre-requisite of declaring the shahadah. However, there is nothing in Islam to bar them from observing these rites in order to report about them as is the case with journalists and photographers.
Having said this, I must state: The permission for it must be sought from the proper authorities who are authorized to issue such permits.”
