Dr. Rif`at Fawzi, former professor of Shari`ah at Cairo Univ., states: “It is permissible for a person who is not in a state of wudu’ to recite the Qur’an whether he has an excuse for not being in a state of wudu’ or without an excuse. However, there is a difference among Muslim scholars regarding touching the Mushaf (copy of the Qur’an) without wudu’. If a person has an excuse such as continual incontinence as you said, then he can make wudu’ which will not be broken except by entering into the next time of prayer. In other words, he is considered in a state of wudu’ until the next time of prayer comes. During that time, he has legal dispensation to touch the Mushaf.”
