It is not permissible for any pilgrim to leave Makkah before performing the Farewell Tawaf. Even if he returns at a later time to perform the Farewell Tawaf, it will be of no benefit to him.

In this regard the late Sheikh Ibn `Uthaymeen, a prominent Saudi Muslim scholar, (may Allah shower mercy on his soul) states that: “It is not permissible for the people of Jeddah, or anyone else, to return to their cities before performing the Farewell Tawaf, then return to Makkah when it is less crowded. They should not leave Makkah until they have performed the Farewell Tawaf, because the Prophet (peace and blessings be upon him) said, “None of you should leave until the last thing he has done is to circumambulate the House.” And Ibn `Abbas said: The people used to depart from many locations (within Makkah), but the Prophet (peace and blessings be upon him) said, “None of you should leave until the last thing he has done is to circumambulate the House.”

If he leaves Makkah heading for Jeddah, and then arrives in Jeddah, then returns to Makkah to perform it (the Farewell Tawaf), it will be of no benefit to him, because he has already left, so how can it benefit him after he has left?”
