It is not a must for a woman to wear hijab or cover her head while making wudu’ or listening to the adhan as long as there are no non-mahram (men who are allowed to marry her) men present.
It is known that wearing hijab is only obligatory in some situations such as when performing the Prayers and when non-mahrams are present.
