Answering the question, Dr. Monzer Kahf, scholar in Islamic economics & financial expert, stated:
Students may deserve Zakah or sadaqah from local mosque, but the status of those who deserve it can only be assessed locally and under local conditions that may include the amount of Zakah and sadaqah they have or able to collect and the needs of other persons and their intensity, etc.
