Urinal Incontinence case is one of two cases; either one already has enuresis or he has some doubts about dropping urine while he already does not have any.
If it is the first case, then he is required to seek medical treatment from that and to supplicate Allah to hasten his healing. If this problem continues, the ruling in this case is clarified in a fatwa by the late sheikh Ibn ‘Uthaymeen, a prominent Muslim scholar, who said:
there are two scenarios with regard to one who suffers from urinary incontinence:
1 – If it is continual and does not stop; whenever some urine collects in the bladder it comes down, in this case he\she should do wudu’ when the time for prayer has begun, then put something around his private part and pray, and it does not matter what comes out.
2 – If that happens after he\she urinates, or ten minutes after that, then he\she should wait until it stops, then do wudu’ and pray, even if he\she misses the prayer in congregation.
If it is just a kind of waswasah (satanic whispers), then you are advised to cast them down and pay no attention to them. You should also ask Allah’s help to overcome such wasawis, and seek the help for more professional counseling. Actually, the Prophet (peace and blessings be upon him) ordered us to seek therapy and treatment. Imam Ahmad reported that the Prophet (peace and blessings be upon him) said “Seek medication, O slaves of Allah, for Allah has not caused any illness but provided a medicine for it except one illness i.e. old age”.
Further, s/he should be sure that the suffering that one experiences is a test from Allah, and that the patience will be of great reward. The prophet (peace and blessings be upon him) said, “No fatigue, nor disease, nor anxiety, nor sadness, nor hurt, nor distress befalls a Muslim, even if it were the prick he receives from a thorn, but that Allah expiates some of his sins for that.”
