Dr. Monzer Kahf, a prominent economist and counselor states: it is permissible to live on top of a mosque and to have a full living structure above a mosque. In fact in a modern city that has building of different stories it is always suggested to make one floor as a mosque for the building. There is nothing in Shari’ah that prevents living above a mosque and having all living facilities including bathrooms, etc.
