In his response to this question, Dr. Salah Sultan states that ‘According to the resolution of the European Council for Fatwa and Research, a civil divorce granted by the civil court is valid and acceptable from the Islamic perspective.  So, if one wishes to do an extra one in the presence of a Sheikh or a scholar, that is fine, but it is not required or necessary.’
