Yes, a Muslim can perform hajj and umrah with insurance claim on a house. Insurance on houses is of great importance for Muslims living in the West and we do not have Islamic insurance here, therefore it is tolerable according to the view that sees insurance as not permissible. Of course there the other view that is led by the Late Shaikh Zarka and Shaikh Maududi that insurance, if not interest based, is permissible. This view even has a stronger evidence and argument. This means it is permissible according to all under the circumstances of Muslims in the West.”
