The vow that a Muslim has made obligatory upon himself is mandatory, so it is not permissible for him to eat anything from it; neither him nor those who depend on him.’Udhya is Sunnah, and it is permissible for him and his dependents to eat 1/3 of the sacrificial meat; give 2/3 of it as charity, or present as a gift to his friends and relatives. The sacrifice for vow cannot be waived for ‘udhya. A Muslim must fulfil his vow, but not necessarily have to make the ‘udhya if it is insolvent.
