This is a controversial issue among Muslim jurists. The majority of Muslim scholars are of the opinion that wudu‘ is a condition for the validity of any tawaf without which tawaf will be invalid. However, the Hanafischool and some other scholars such as Imam IbnTaymiyah hold that it is not a necessary condition to be in state of wudu for Tawaf. Thus, according to this last opinion if someone performs a Tawaf in a state of minor impurity his Tawaf will be valid. It is up to pilgrims to choose either of the opinions.
