Husband in debts, can he take a second wife?

Marriage is a kind of responsibility, and it is not only the means through which we could fulfill our desires. If one is indebted now, how will he be able to maintain two families. He is responsible to provide both wives will all necessary needs. A man in debt should not take this step as long he does not have the means for that.
