It is prohibited for a woman to travel a distance that qasr (shortening of prayers) is required without a male relative (Mahram). This can be confirmed in the Hadith of Ibn Abas (RA) who said that he heard the prophet (peace be upon him) saying: “A man must not be alone with a woman except she has a mahram with her, and a woman must travel only when accompanied by a mahram.” (Bukhari, 3506; Muslim, 1341)
The condition of mahram is at the time of travelling to a foreign land. When the woman gets to the country, then she should live with trustworthy women that can guarantee her safety from temptation.
