water pipe

Respected scholars, as-salamu `alaykum. My son believes smoking water pipe to be halal as he is under the impression that it is not harmful as smoking is. I'd appreciate a clear-cut fatwa regarding water pipe, whether it is halal or haram (and on what basis) and whether it falls under the fatwa on smoking tobacco.
