Suffering from Eczema: Can I Wipe over the Socks?

Dear scholars, As-Salamu `alaykum. I have been suffering from eczema on my feet for two years. I am treating it by using an ointment and I need to keep my feet dry all the time for the treatment to work. Is it possible to make wudu’ (ablution) by wiping on the socks? Jazakum Allah khayran.

Wiping Over Socks: Only During Winter?

Is wiping over socks while performing wudu’ (ablution) a dispensation only in winter or is it permissible throughout the year regardless of the weather?
