Sins and Forgiveness

Can one be forgiven for all his sins if he performs Ramadan to the best of his ability? I ask because I have stopped praying for a long time, in a sense stopped being a Muslim, and see Ramadan as a way to correct myself and start anew. Afterwords, I hope to take the spirit of Ramadan into everyday life and be a better Muslim. Is there any prayer or thing I can do during Ramadan to get Allah's attention so he may clean my bad deeds? Also, as of second importance, is there any way to get back respect of my fellow brothers at the mosque due to my absence? Thanks for any help.

from what little knowledge i possess, i understand that if there remains any outstanding injustice or bad deeds that have not been dealt with in this world, they will be dealt with on the day of reckoning. i understand that if there is any unsolved disagreement or injustice between two people, they will not enter heavan until it has been solved. i also understand that any person who has committed an injustice will have their good deeds placed upon the scales of whoever they oppressed, and will recieve the bad deeds of that person. it is in this way that Allah will ensure fairness and justice. my question is, what do i do to solve the injustices i have commited, for example backbiting and slander. i am extremely remorseful, and i do not know the correct way to go about solving this problem. if it involves asking the person for forgiveness what if they refuse? and what about the people i have wronged who i have no way of getting in contact and asking for forgiveness? Please advise me, firstly is the information i have correct? and secondly please advise me as to what i should do now, in order to take back my acts of injustice. May Allah reward you, Inshallah.
