Is it a Gheebah (Backbiting) to Reveal a Flaw in a Candidate?

When electing leaders through Shurah (Mutual Consultation), are we allowed to talk about negative aspects of each candidate? Would that be construed to be Gheebah (backbiting)?

Dear scholars, As-Salamu `alaykum. I have heard that when one wants to marry, one can ask people about a prospective husband/wife. In this case, what is deemed as backbiting (ghaibah)? Which Qur'an verses or Hadiths support the idea that one can inquire about the negative traits of one’s prospective spouse? Jazakum Allah khayran.
