Is it permissible to transfer the corpse of a Muslim buried in a Western country in order to be buried in a Muslim one?

One of my relatives, an uncle who lives in Pakistan, desires to be buried in Madinah in Jannatul Baqee` Cemetery. My question is, if a person wants to die in Madinah and goes there for that intention only, is this permissible in Shari`ah? Is it true that whoever is buried in Madinah will go straight to Jannah (Paradise)? Are there particular people that are buried in Jannatul Baqee`, or is everyone buried there?
