Dear Scholars Asalam o alikum 10) Is ijtihad allowed and who can do this ? , Ill be grateful if you can advise all my question through quotes of mustanid hadeeth/history books with ref i.e name /page numbers etc Jazak Allah Usman

In the light of your fatwa on the "Concept of Ijtihad", I'd be very grateful if you'd furnish me with conditions that a person must meet before becoming a Mujtahid. Jazakum Allah khayran.
