As-salamu `alaykum.  Should the mufti tell the questioner all the various opinions regarding his or her question and leave him or her choose? Or should the mufti choose for the questioner what best suits his or her circumstances? Jazakum Allahu khayran.

Respected scholars, as-salamu `alaykum. Nowadays many people issue fatwas and claim they are Muftis. Would you please mention some rules and ethics of a mufti that one can resort to for counseling? Jazakum Allahu khayran.
