Indeed, every Muslim man and woman are required to apply the teachings of Islam in their daily lives, and to help one another lead an Islamic life with the aim of applying Islam in all aspects of life, and hence being better able to establish the Islamic state.
In this regard, we would like to cite for you the following fatwa issued by Dr. `Abdel-Fattah Idrees, Professor of Comparative Jurisprudence at Al-Azhar Univ., in which he states the following: “Establishing an Islamic State is an individual duty (fard `ayn) upon all Muslims. Every Muslim is asked to take the proper measures – such as enjoining what is good and forbidding what is wrong, calling to the application of the Islamic Shari`ah, abiding by Islamic systems in transactions, etc. – that lead to the establishment of the Islamic State.”
Moreover, the well-known Muslim scholar, Sheikh Yusuf Al-Qaradwi, adds: The establishment of the Islamic State is a Wajib (Obligatory) according to the Glorious Qur’an, the Purified Sunnah, and the history of Islam and its nature.
In the Glorious Qur’an, Allah, Most High, says, “Lo! Allah commandeth you that ye restore deposits to their owners, and, if ye judge between mankind, that ye judge justly. Lo! Comely is this which Allah admonisheth you. Lo! Allah is ever Hearer, Seer. O ye who believe! Obey Allah, and obey the Messenger and those of you who are in authority; and if ye have a dispute concerning any matter, refer it to Allah and the Messenger if ye are (in truth) believers in Allah and the Last Day. That is better and more seemly in the end.” (An-Nisa’: 58-59)
Admittedly, the instructions in the above glorious verses cannot be applied except under the Islamic State.
In more than one hadith, the Prophet (peace and blessings be upon him) refers to the necessity and obligation of the establishment of the Islamic State. For example, he (peace and blessings be upon him) says, “Whoever dies while having no Bay`ah, will die in a pre-Islamic way.” (Reported by Muslim)
Bay`ah, in the hadith, signifies the Muslim’s pledge of allegiance to the Muslim ruler, which is an indication to the necessity of the Muslim State.
According to the history of Islam, the Prophet (peace and blessings be upon him) worked for the establishment of an Islamic State from the very beginning of his mission. The nature of Islam, moreover, necessitates the establishment of an Islamic State, for it is a comprehensive religion that deals with all aspects of life.”
